Development Plats

Requirements
Development plats are now required for all unplatted residential, commercial, and industrial properties before development in order to ensure that adequate easements and rights-of-way are provided on land that is not subject to typical subdivision platting requirements. A development plat is required for properties:
  • That have not been platted or replatted prior to the effective date of the new platting ordinance
  • For which the owner claims an exemption to the subdivision ordinance
  • Where the only access is a private easement or street
  • Where the division of land where each lot is greater than 5 acres in size and not public improvements are to be dedicated and constructed.

No development shall begin, nor any building permit, utility connection permit, or similar permit be issued until a development plat has been reviewed and approved. A development plat must:
  • Conform to the Comprehensive Plan, rules, and ordinances of the city
  • Provide road dedications as needed
  • Conform to the general plan, rules, and ordinances of the city

A development plat may be a minor plat that can be approved by the Planning Director if all the qualifications are met. Otherwise, the development plat will be presented as a final plat to the Planning Commission. A plat application includes the standard plat information:
  • 14 copies of the signed application form
  • Appropriate application fee based on type.
