The City of New Braunfels has been fortunate to receive a special allocation to our Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) that will be used to prevent, prepare for, and respond to the coronavirus (COVID-19). This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed by President Trump on March 27, 2020, to respond to the growing effects of this historic public health crisis. The CARES Act will provide $243,102 in Community Development Block Grant Coronavirus (CDBG-CV) funds to the City.
As such, the City is requested applications from non-profit agencies and other eligible entities for participation in the CDBG-CV program for the period of March 1, 2020, through September 30, 2022. Funds may be used for a wide range of activities that must be associated with COVID-19 and all eligible activities must meet one of the three National Objectives: 1) Benefit low to moderate-income persons, 2) Aid in the prevention of slums and blight, or 3) meet other urgent community needs such as disaster relief.
Eligible activities include, but are not limited to, Public Services, Buildings and Improvements (including Public Facilities), and Assistance to Businesses (including Special Economic Development Assistance).
Complete Hard Copy or Electronic application packets were accepted from April 27 until May 8, 2020, by 4:00 PM local time. Late applications were not accepted or eligible for funding. As a result of the competitive application process, the City received applications from 5 local non-profit agencies for a variety of eligible activities within the Public Services category for a total of $312,025. All applications were reviewed by an internal committee consisting of several City staff members and the City’s CDBG consultant and, as allowable by HUD, it is the recommendation of the review committee that all activities be fully funded with the CDBG-CV allocation and a portion of unallocated CDBG Program Year 2019 (PY19) funding. City Council will consider this recommendation during a Public Hearing at the City Council meeting on May 26 at 6:00 PM at City Hall Council Chambers. The public is encouraged to review the drafted CARES Act Substantial Amendment to the approved CDBG Program Year 2019 Annual Action Plan which is available on this website in the CDBG-CV Program Resources, or hard copies may be reviewed at City Hall - City Secretary’s Office (550 Landa Street) and the New Braunfels Central Public Library (700 Common Street). Public comments may be sent in writing to Jennifer Gates or Paula Harper until May 28, 2020 so that they may be included within the document when it is submitted to HUD for review/approval. It is anticipated that City Council will approve the amended Annual Action Plan, including CDBG-CV funding recommendations, during the City Council meeting on June 8 at 6:00 PM at City Hall Council Chambers. The document will be sent to HUD for their consideration on June 9; funding is expected to be available to the City within 45 days of their receipt of the amended Action Plan.
