Ineligible Activities

Activities That Are Not Eligible
The general rule is that any activity that is not authorized on the eligible activities list or in the regulations is not eligible to be assisted with Community Development Block Grant (CDBG) funds. The following section identifies specific activities that may not be paid for with CDBG funding:
  • Buildings used for the general conduct of government
  • General government expenses
  • Political activities
  • Purchase of equipment, including construction equipment, fixtures, motor vehicles, furnishings, and other personal property (unless part of a public service of grant administrative expense)
  • Operating and maintenance expenses, including maintenance and repair of streets, parks, playgrounds, water and sewer facilities, neighborhood facilities, senior centers, centers for persons with disabilities, parking and other public facilities and improvements
  • New housing construction
  • Income payments for subsistence (welfare payments)
